U.S. Representative Mike Quigley (IL-05) announced the results of a Department of Homeland Security (DHS) Inspector General investigation he requested which found Cook County's Project Shield program mismanaged $45 million in federal grant funding that was intended to support first responder efforts during acts of terrorism and other disasters.
