Quigley Releases Transportation Appropriation Requests

Congressman Mike Quigley today submitted his list of high priority projects (HPP's) to the Transportation and Infrastructure Committee. These requests, part of the reauthorization of the Safe, Accountable, Flexible, and Efficient Transportation Equity Act, will help provide much needed transportation funding to the 5th District.

Project Requests

Request: Chicago Botanic Garden: Bicycle-Pedestrian Access Improvements Design and Construction
Project Description: Design and construction of a bike path extension with a total length of 2,550 feet and consisting of 1,350 feet of raised boardwalk and 1,200 feet of asphalt running west to east along a path immediately south of Lake-Cook Road in Glencoe, Illinois from the entranceway to the Chicago Botanic Garden at 1000 Lake-Cook Road to a point west of Green Bay Road. Design and construction 3,250 linear feet of pedestrian pathway, including 450 feet of raised boardwalk and 2,800 of conventional wood chip paths, in the McDonald Woods portion of the property of the Chicago Botanic Garden (public land) in an area south of Lake-Cook Road

Request: Chicago Transit Authority
Project Description: The Brown Line substations were a part of the original New Starts FFGA and were removed during the value engineering phase of the project. Existing substations are between 40 and 70 years old, and are a critical part of the power infrastructure, and are becoming difficult to maintain. Rehabilitating and building new substations is absolutely critical in order to safely meet the demand for transit service on the Brown Line.

Request: City of Chicago: Fullerton Drive Bridge at the Lincoln Park Lagoon
Project Description: Reconstruction of the Fullerton Drive Bridge and the adjacent underpass at the Lincoln Park Lagoon. The project will replace the existing deficient structure with a new bridge, incorporate improved pedestrian access, upgraded roadway lighting and on-street bicycle accommodations.

Request: City of Chicago: Lincoln, Belmont Ashland Streetscape
Project Description: Streetscape construction including resurfacing, new sidewalk, curb & gutter, street trees with granite pavers, new light poles with pedestrian lights, hanging baskets, community identifiers, and stamped crosswalks. First phase completed in 2007
Request Amount: $4,400,400

Request: City of Chicago: Irving Park Blvd Streetscape Elston to Pulaski
Project Description: Streetscape design/construction including resurfacing, new sidewalk, curb & gutter, street trees with tree grates, new light poles with pedestrian lights, stamped crosswalks, and community identifiers. This project will fill in a missing piece in the Irving Park streetscape project. The portion to the west (Pulaski to Tripp) was completed in 2008 with the portion to the east completed several years prior.

Request: City of Chicago: Western Ave over Belmont Ave
Project Description: The project consists of the removal of the existing deficient viaduct at the intersection of Belmont and Western Avenues and the creation of a new at-grade intersection. The new intersection will incorporate improved pedestrian access, upgraded roadway lighting, architectural streetscape elements and on-street bicycle accommodations

Request: City of Chicago: Milwaukee Avenue Addison to Kilpatrick
Project Description: Project consists of resurfacing Milwaukee Avenue, drainage and water main improvements, and partial reconstruction of pavement within the project limits. In addition two viaduct clearance improvements at Kilbourn and Kenton, with drainage improvement under the viaducts, will be funded. Streetscape will be upgraded with new sidewalk, new curb and gutter, planting of street trees in decorative grates, new decorative street lighting, upgraded viaduct lighting and painting, and a traffic signal modernization at Addison and Milwaukee Avenue.

Request: City of Chicago: Milwaukee Avenue Belmont to Addison
Project Description: Streetscape construction including full depth reconstruction of the parking lanes, resurfacing of Milwaukee within project limits, and drainage improvements where required. Streetscape will be upgraded with new sidewalk, new curb and gutter, planting of street trees in decorative grates, new decorative street lighting, upgraded viaduct lighting and painting, and three traffic signal modernizations at Keeler Ave., Pulaski Ave. and Belmont at Milwaukee Avenue. Commercial districts at Pulaski and Keeler will be highlighted with additional streetscape furniture and plantings.

Request: City of Chicago: Clark Street Streetscape Diversey to Belmont
Project Description: Streetscape design & construction including resurfacing, sidewalk widening, curb & gutter upgrades, street trees with tree grates, Gateway 2000 light poles, hanging baskets, a shared bus/ bicycle lane and stamped crosswalks. This is the continuation of the Clark Street, Lincoln Park West to Diversey streetscape which was completed in 2007.

Request: City of Chicago: Fullerton Avenue Streetscape Ashland to Southport
Project Description: Fullerton Avenue Streetscape: Ashland to Southport. Streetscape construction including resurfacing, sidewalk widening, curb & gutter upgrades, landscaping, decorative lighting, community identifiers, and stamped crosswalks.
Request Amount: $3,080,000

Request: City of Chicago: Peterson Avenue Intersection. Improvement
Project Description: Peterson Avenue Intersection Improvements at Richmond, Albany, California, Lincoln and Jersey. Improvement project includes stamped crosswalks, landscaping and street furniture. Project will be coordinated with a proposed signal interconnect. The signal interconnect project includes upgrades to the ADA ramps.

Request: City of Chicago: Weber Spur Trail
Project Description: The project would convert the Weber Spur rail corridor to a 2.2-mile multi-use trail. The trail would connect Forest Glen and the Village of Lincolnwood to downtown Chicago, via the Elston Avenue bike lane.

Request: City of Chicago: Irving Park Road over the Chicago River
Project Description: The project will replace the existing structurally deficient Irving Park Road Bridge over the North Branch of the Chicago River. As part of this project, river walk accommodations will also be constructed. The new bridge will incorporate improved pedestrian access, upgraded roadway lighting, architectural streetscape elements and on-street bicycle accommodations.

Request: City of Chicago, Addison Street: Cicero to Milwaukee Arterial Street Resurfacing
Project Description: Resurfacing and improvements of Addison Street from Cicero Avenue to Milwaukee Avenue. The Chicago Arterial Street network provides the primary means of vehicular (private and public transit bus) and bicycle transportation in the City.

Request: City of Northlake
Project Description: The project will construct an extension on the south section that runs through Veteran's Park on the Midland Trail pedestrian and bike path which is heavily used. The extensions will function to increase user-ship.
Request Amount: $208,874.40

Request: City of Northlake
Project Description: The project will construct an extension on the north section to service the King Arthur Park Condominium and apartment complex (60 units) on the Midland Trail pedestrian and bike path which is heavily used. The extensions will function to increase user-ship.
Request Amount: $161,091.20

Request: City of Northlake
Project Description: The project will consist of milling 3 1/4 inches of asphalt and resurfacing various streets in the City of Northlake with 1 - 1/2 of hot mix asphalt surface course and 1 3/4 of leveling binder. These streets were last resurfaced 25 years ago and are in great need of work.

Request: Village of Elmwood Park 2010 Road Way Improvements
Project Description: Funding would be used for the removal and replacement of curb and gutter (or curb patching), hot-mix asphalt surface removal and overlay for 1.25 miles of various local streets as recommended in the Village's Five-Year Improvement Plan. This project will also include sidewalk upgrades necessary to meet ADA standards including the installation of detectable warnings.

Request: Village of Elmwood Park Reconstruction of Green Initiative Alleyways
Project Description: Description: Funding would be used for the reconstruction of two alleys (approximately 1,500 feet) utilizing new porous pavement alley designs to manage storm water and to promote recycling/ green initiatives within the community.

Request: Village of Franklin Park Franklin Avenue Reconstruction
Project Description: Description: The funding for this project would be used to reconstruct and rehabilitate the surface of Franklin Avenue and to widen the road from two lanes to three lanes in order to match the western end of the roadway.

Request: Village of Melrose Park Street Rehabilitation
Project Description: The project will focus on the rehabilitation of 9,200 lineal feet of streets in four locations in the Village of Melrose Park. This includes: 14th Avenue from Chicago Avenue to Division Street; 18th Avenue from Bloomingdale Avenue to Armitage Avenue; 20th Avenue from Division Street to North Avenue; and 22nd Avenue from Division Street to North Avenue. Work includes surface and resurfacing with HMA binder and surface. Appurtenant curb repairs, sidewalk repairs, manhole repairs, and manhole adjustments are included, as well as design and construction engineering services.

Request: Village of Melrose Park Broadway Avenue Reconstruction
Project Description: Description: This Project would focus on the reconstruction of 2,600 feet of Broadway Avenue, from Lake Street to Division Street in the Village of Melrose Park, and includes excavating the full depth of pavement and constructing a new stone sub-base, a hot-mix asphalt base course, and a hot-mix asphalt surface course. Appurtenant curb repairs, sidewalk repairs, manhole repairs, and manhole adjustments are included. Engineering design plans and specifications will be prepared in accordance with federal guidelines, and construction engineering services will be provided during construction.

Request: Village of River Grove West Street Reconstruction Project
Project Description: The request of funding will reconstruct the 1,875' section of West Street from the south Village limits to Fullerton Avenue and will involve the replacement of curb and gutter, excavation of the existing pavement, widening of the pavement to accommodate travel and parking lanes, the construction of an aggregate base, the installation of 10 concrete pavement, installation of storm sewers, landscape restoration and appurtenant work to complete the project.

Request: Village of River Grove Elm Street Reconstruction Project
Project Description: The requested funding will reconstruct the 2,800 section of Elm Street between Grand Avenue and Belmont Avenue and will involve the replacement of curb and gutter, excavation of the existing pavement, widening of the pavement to accommodate travel and parking lanes, the construction of an aggregate base, the installation of 7 of asphalt pavement, installation of storm sewers, landscape restoration and appurtenant work to complete the project.

Request: Village of Schiller Park West River Road Industrial Area Roadway Rehabilitation
Project Description: The project involves the rehabilitation of badly deteriorated roadways serving one of the major industrial areas of the Village. The work will include removal and replacement of deteriorated portions of curb and gutter, driveways and sidewalks, patching areas of failed pavement base and resurfacing the entire roadway width.
Request Amount: $880,000

Request: Village of Schiller Park West Mannheim Industrial Area Roadway Rehabilitation
Project Description: The project involves the rehabilitation of badly deteriorated roadways serving one of the major industrial areas of the Village. The work will include removal and replacement of deteriorated portions of curb and gutter, driveways and sidewalks, patching areas of failed pavement base and resurfacing the entire roadway width.

Request: Village of Schiller Park Residential Roadway Rehabilitation
Project Description: The project involves the rehabilitation of badly deteriorated roadways serving the residential areas of the Village. The work will include removal and replacement of deteriorated portions of curb and gutter, driveways and sidewalks, patching areas of failed pavement base and resurfacing the entire roadway width.

Authorization Requests

Request: METRA Union Pacific Northwest Line
Project Description: Authorization is sought for preliminary engineering, final design and construction of the Union Pacific Northwest Line (UP-NW) in Northeastern Illinois. The UP-NW project involves extending the McHenry branch north, adding central train control signaling to the branch, and building new efficient coach yards. Improvements will be made at a variety of locations along the UP-NW line from Chicago to the new coach yards in Johnsburg, and in Woodstock, IL.

Request: METRA Star Line
Project Description: Authorization is sought for preliminary engineering of the STAR Line in Northeastern Illinois. The STAR Line creates a long-needed alternative to the automobile for nearly 1.2 million employees who commute to work in area businesses. The STAR line will extend from O'Hare Airport to Prairie Stone in Hoffman Estates along the I-90 corridor and then south to Joliet. The route will be 55 miles in total length from O'Hare to Joliet.
